Do traffic laws apply to taxi drivers?

Recently I was with a group observing the Royal Thai Police road block on Thapae Road. Motor-bike riders not wearing helmets and drivers not wearing safety belts were being targeted, and fair enough too.
However, not one driver of a red taxi was wearing a safety belt yet the officers waved the taxi through.
These are the vehicles that belch out black smoke into our already polluted atmosphere. The drivers are very often dangerous. They clog the arteries of our city and insist on parking on the bicycle lane which circles the inner city.
Is our red taxi fleet immune from road traffic police interference? Is there a ‘special’ agreement between the police and the red taxi management? I don’t wish to be cynical, but surely if a law exists it is there for all people.
